I think that consumers need to choose wisely when selecting a registrar, ISP, web hosting company, etc. As the bad actors become well known, consumers can migrate to the good companies (and there are lots of them) before something happens to the bad guys - and things will happen.
This is not unlike any other consumer product/service, the bad ones are filtered out by the marketplace.
